Discussions of science and values in risk management have largely focused on how values enter into arguments about risks, that is, issues of acceptable risk. Instead this volume concentrates on how values enter into collecting, interpreting, communicating, and evaluating the evidence of risks, that is, issues of the acceptability of evidence of risk. By focusing on acceptable evidence, this volume avoids two barriers to progress. One barrier assumes that evidence of risk is largely a matter of objective scientific data and therefore uncontroversial. The other assumes that evidence of risk, being "just" a matter of values, is not amenable to reasoned critique. Denying both extremes, this volume argues for a more constructive conclusion: understanding the interrelations of scientific and value issues enables a critical scrutiny of risk assessments and better public deliberation about social choices. The contributors, distinguished philosophers, policy analysts, and natural and social scientists, analyze environmental and medical controversies, and assumptions underlying views about risk assessment and the scientific and statistical models used in risk management.

The American West at Risk summarizes the dominant human-generated environmental challenges in the 11 contiguous arid western United States - America's legendary, even mythical, frontier. When discovered by European explorers and later settlers, the west boasted rich soils, bountiful fisheries, immense, dense forests, sparkling streams, untapped ore deposits, and oil bonanzas. It now faces depletion of many of these resources, and potentially serious threats to its few "renewable" resources. The importance of this story is that preserving lands has a central role for protecting air and water quality, and water supplies--and all support a healthy living environment. The idea that all life on earth is connected in a great chain of being, and that all life is connected to the physical earth in many obvious and subtle ways, is not some new-age fad, it is scientifically demonstrable. An understanding of earth processes, and the significance of their biological connections, is critical in shaping societal values so that national land use policies will conserve the earth and avoid the worst impacts of natural processes. These connections inevitably lead science into the murkier realms of political controversy and bureaucratic stasis. Most of the chapters in The American West at Risk focus on a human land use or activity that depletes resources and degrades environmental integrity of this resource-rich, but tender and slow-to-heal, western U.S. The activities include forest clearing for many purposes; farming and grazing; mining for aggregate, metals, and other materials; energy extraction and use; military training and weapons manufacturing and testing; road and utility transmission corridors; recreation; urbanization; and disposing of the wastes generated by everything that we do. We have long recognized technology as a driving force behind much historical and cultural change. The invention of the printing press initiated the Reformation. The development of the compass ushered in the Age of Exploration and the discovery of the New World. The cotton gin created the conditions that led to the Civil War. Now, in Beyond Engineering, science writer Robert Pool turns the question around to examine how society shapes technology. Drawing on such disparate fields as history, economics, risk analysis, management science, sociology, and psychology, Pool illuminates the complex, often fascinating interplay between machines and society, in a book that will revolutionize how we think about technology. We tend to think that reason guides technological development, that engineering expertise alone determines the final form an invention takes. But if you look closely enough at the history of any invention, says Pool, you will find that factors unrelated to engineering seem to have an almost equal impact. In his wide-ranging volume, he traces developments in nuclear energy, automobiles, light bulbs, commercial electricity, and personal computers, to reveal that the ultimate shape of a technology often has as much to do with outside and unforeseen forces. He traces how seemingly minor decisions made early along the path of development can have profound consequences further down the road, and perhaps most important, he argues that with the increasing complexity of our technological advances--from nuclear reactors to genetic engineering--the number of things that can go wrong multiplies, making it increasingly difficult to engineer risk out of the equation. Citing such catastrophes as Bhopal, Three Mile Island, the Exxon Valdez, the Challenger, and Chernobyl, he argues that is it time to rethink our approach to technology. The days are gone when machines were solely a product of larger-than-life inventors and hard-working engineers. Increasingly, technology will be a joint effort, with its design shaped not only by engineers and executives but also psychologists, political scientists, management theorists, risk specialists, regulators and courts, and the general public. Phoenix, Arizona is one of America's fastest growing metropolitan regions. It is also its least sustainable one, sprawling over a thousand square miles, with a population of four and a half million, minimal rainfall, scorching heat, and an insatiable appetite for unrestrained growth and unrestricted property rights. In Bird on Fire, eminent social and cultural analyst Andrew Ross focuses on the prospects for sustainability in Phoenix--a city in the bull's eye of global warming--and also the obstacles that stand in the way. Most authors writing on sustainable cities look at places like Portland, Seattle, and New York that have excellent public transit systems and relatively high density. But Ross contends that if we can't change the game in fast-growing, low-density cities like Phoenix, the whole movement has a major problem. Drawing on interviews with 200 influential residents--from state legislators, urban planners, developers, and green business advocates to civil rights champions, energy lobbyists, solar entrepreneurs, and community activists--Ross argues that if Phoenix is ever to become sustainable, it will occur more through political and social change than through technological fixes. Ross explains how Arizona's increasingly xenophobic immigration laws, science-denying legislature, and growth-at-all-costs business ethic have perpetuated social injustice and environmental degradation. But he also highlights the positive changes happening in Phoenix, in particular the Gila River Indian Community's successful struggle to win back its water rights, potentially shifting resources away from new housing developments to producing healthy local food for the people of the Phoenix Basin. Ross argues that this victory may serve as a new model for how green democracy can work, redressing the claims of those who have been aggrieved in a way that creates long-term benefits for all. The energy mix is changing, and renewable energy is growing in importance. If you were born before 1989, you lived in a United States where no electricity was generated from either wind or solar power and very little from geothermal and biomass. By 2018, the combined generation from wind and solar had surpassed hydroelectricity. Fourteen states generated more than 10% of their electricity from wind and three generated more than 30%. And bioethanol, produced from corn grain, made up 10% of the US gasoline market. Changes have also occurred in the nonrenewable energy mix. Coal, which was responsible for 53% of the US electricity generation in 1998 is now only 28%, as natural gas has taken the leadership role, surpassing coal in 2015 as the primary energy for producing electricity. Similarly, the world did not see any electricity generation from wind until 1985 and none from solar until 1989. Now solar plus wind generate 7% of the worldwide electricity. The worldwide demand for all energy types is also increasing rapidly, as energy usage has increased 84% over the last twenty years. This book makes a systematic comparison of twelve different energy types to help understand the driving forces for this changing energy mix. Twelve common criteria are used to provide tools to make these comparisons, such as proven reserves, the levelized cost for each energy type, energy balances, environmental issues, and the energy footprint. When we think of "climate change," we think of man-made global warming, caused by greenhouse gas emissions. But natural climate change has occurred throughout human history, and populations have had to adapt to the climate's vicissitudes. Anthony J. McMichael, a renowned epidemiologist and a pioneer in the field of how human health relates to climate change, is the ideal person to tell this story. Climate Change and the Health of Nations shows how the natural environment has vast direct and indirect repercussions for human health and welfare. McMichael takes us on a tour of human history through the lens of major transformations in climate. From the very beginning of our species some five million years ago, human biology has evolved in response to cooling temperatures, new food sources, and changing geography. As societies began to form, they too adapted in relation to their environments, most notably with the development of agriculture eleven thousand years ago. Agricultural civilization was a Faustian bargain, however: the prosperity and comfort that an agrarian society provides relies on the assumption that the environment will largely remain stable. But natural climate change has occurred throughout human history, and populations have had to adapt to the climate's vicissitudes. Anthony J. The widespread misinformation, disinformation and mythology of the DDT issue are corrected in this book. DDT contamination had become worldwide, concentrating up food chains and causing birds to lay thin-shelled eggs that broke in the nests. Populations of many species of predatory and fish-eating birds collapsed, including the American Bald Eagle, Osprey, Peregrine Falcon and Brown Pelican. Their numbers recovered spectacularly in the decades following the ban. During the campaign DDT and five other insecticides were found to cause cancer in laboratory tests, which led to bans of these six pesticides by international treaty in 2001. This campaign produced lasting changes in American pesticide policies. The legal precedents broke down the court "standing" barrier, forming the basis for the development of environmental law as we know it today. This case history represents one of the greatest environmental victories of recent decades. DDT is still "controversial" because it has been deceptively interjected into the "climate wars." This campaign was led by the Environmental Defense Fund (EDF), founded in 1967 by ten citizens, most of them scientists, volunteers without special political connections or financial resources. There is much we can learn about conservation from native peoples, says Gene Anderson. While the advanced nations of the West have failed to control overfishing, deforestation, soil erosion, pollution, and a host of other environmental problems, many traditional peoples manage their natural resources quite successfully. And if some traditional peoples mismanage the environment--the irrational value some place on rhino horn, for instance, has left this species endangered--the fact remains that most have found ways to introduce sound ecological management into their daily lives. Why have they succeeded while we have failed? In Ecologies of the Heart, Gene Anderson reveals how religion and other folk beliefs help pre-industrial peoples control and protect their resources. Equally important, he offers much insight into why our own environmental policies have failed and what we can do to better manage our resources. A cultural ecologist, Gene Anderson has spent his life exploring the ways in which different groups of people manage the environment, and he has lived for years in fishing communities in Hong Kong, Malaysia, Singapore, Tahiti, and British Columbia--as well as in a Mayan farmtown in south Mexico--where he has studied fisheries, farming, and forest management. He has concluded that all traditional societies that have managed resources well over time have done so in part through religion--by the use of emotionally powerful cultural symbols that reinforce particular resource management strategies. Moreover, he argues that these religious beliefs, while seeming unscientific, if not irrational, at first glance, are actually based on long observation of nature. To illustrate this insight, he includes many fascinating portraits of native life. He offers, for instance, an intriguing discussion of the Chinese belief system known as Feng-Shui (wind and water) and tells of meeting villagers in remote areas of Hong Kong's New Territories who assert that dragons live in the mountains, and that to disturb them by cutting too sharply into the rock surface would cause floods and landslides (which in fact it does). He describes the Tlingit Indians of the Pacific Northwest, who, before they strip bark from the great cedar trees, make elaborate apologies to spirits they believe live inside the trees, assuring the spirits that they take only what is necessary. And we read of the Maya of southern Mexico, who speak of the lords of the Forest and the Animals, who punish those who take more from the land or the rivers than they need. These beliefs work in part because they are based on long observation of nature, but also, and equally important, because they are incorporated into a larger cosmology, so that people have a strong emotional investment in them. And conversely, Anderson argues that our environmental programs often fail because we have not found a way to engage our emotions in conservation practices. Folk beliefs are often dismissed as irrational superstitions. Yet as Anderson shows, these beliefs do more to protect the environment than modern science does in the West.
