Spillover explanations of the progress of European integration are examined within the context of the attitudes of political elites. In particular, the linkage between perceptions of past success and policy evaluation and parliamentarians’ views on the future of integration is evaluated. This neo‐functionalist theory is found to have little purchasing power on basis of the data analysed, save for a modest but indirect effect in the case of economic policy.
