Abstract
Since 1945, two major projects have dominated European worldviews: the transatlantic partnership and “integration” in the European Union. Neither is fundamentally at risk today, but both have entered uncharted territory. President Bush has asked bluntly if Europeans are “with us or against us,” and most lean toward the latter.
