The Development of Total Strategy
Chapter 8 explains two sets of changes driving the regime’s transition to new ideologies, national security strategies, and senses of its place in the world. First, the analysis zooms out to explain socioeconomic changes in white South African society and how these affected the way in which Vorster’s failure was understood. Then, looking behind closed doors at military headquarters, the analysis charts the hawks’ decision to more assertively promote their total strategy doctrines within the corridors of power. It was the combination of the two—an abandonment of multinationalism coupled with the adoption of a military-first total strategy—that formed the basis of the new order for the apartheid state.
