Restoring Parliamentary Democracy
Continuing to explain the transformative processes at work in post-junta Myanmar, this chapter focuses on one of the most unexpected positive developments of the past few years: the resurgence of parliamentary politics, in a country long deprived of any legislative activity. The first “post-junta” legislature drafted after the controversial 2010 election, and subsequent 2012 by-election, has gained heightened political status. However, still in its infancy, Myanmar’s new parliamentary institutions remain vulnerable. The second post-SPDC legislature shaped after the November 2015 elections is bound to face formidable challenges. This chapter evaluates the initial performance and functioning of the post-SPDC legislature and identifies its most significant weaknesses.
