This chapter takes two similarly situated union locals—members of the same national union, Service Employees International Union (SEIU)—and examines the very different strategies each has deployed in organizing private-sector nursing homes. SEIU Local 775, in Washington state, uses the strategies adopted by the national SEIU under its former president, Andrew Stern. District 1199 New England, in Connecticut, has brought the classic strategies of the CIO to the new millennium: Workers in more than 100 nursing homes have engaged in real strikes. The workers in these states—both blue states—are similarly situated in the private sector, are considered low-skilled and easy to replace, and labor for some of the same national corporate owners. These cases help bare the different processes of and results achieved by the advocacy, mobilizing, and organizing approaches in the workplace, and demonstrate the superiority of the latter.
