This chapter focuses on those who are vulnerable to possible adversity and the mechanisms by which social workers can be engaged in the surveillance and protection of such persons. Specifically, it provides an overview of the ombudsman program, concerned with the quality of care within long-term care facilities; adult protective service (APS) programs, created to intervene in cases of community-based abuse, neglect, and maltreatment; and legal efforts designed to safeguard the elderly and their resources.
