This chapter addresses an issue common to all projects, and typically dealt with at two points: proposal development and project initiation. A consistent issue is finding, adapting, and gathering assorted measures to best tap a research project's goals. Often, measures need to be adapted to the needs or limitations of particular subject populations, or truncated to fit a reasonable time limitation for the interview. The chapter details principles of measurement, how to evaluate and select instruments, the challenges of developing a new instrument, and issues in the stages of instrument development.
