Contrary to Prime Minister Nehru's hopes and expectations, the First Amendment resolved neither the fundamental rights issues surrounding property nor the contention between the government and the judiciary over them. The next acts were the Fourth Amendment and a decade later, the Seventeenth Amendment, which is discussed in a later section. Both exclusively concerned property. The first section of this chapter discusses the Fourth Amendment. The second section tackles the Seventeenth Amendment. The final section assesses the results of the period's social revolutionary efforts, looking at democracy and socialism.
