This chapter examines the role of Gandhi in connection to the Rowlatt Bills. It begins with the preparation of the Bills drafted by Sir Sidney Rowlatt, identifies some of its extraordinary features, and looks at Gandhi’s initial reaction on the publication of these Bills. It shows that Gandhi soon published the satyagraha pledge and challenged the Viceroy, although it was not particularly clear how Gandhi would start his satyagraha campaign. After less than two weeks, Gandhi stopped this campaign against the Rowlatt Bills; an act that marked the start of the process that would place him into the very core of Indian politics. The chapter also discusses the Khilafat issue, which greatly influenced the course of Indian history.
