This chapter looks at the Calcutta Agreement and the non-violent, non-cooperation programme. The first part of the chapter focuses on the programme, which was created to meet the 1920 political situation in India and had already become a doctrine. It notes that C.R. Das, Motilal Nehru, and Gandhi were picking up threads of the debate that rocked the Congress since 1922. The second part of the chapter examines the Calcutta Agreement, where the only concession made to Gandhi was on the ‘spinning franchise’. It also introduces the yarn franchise, which was part of the Calcutta Agreement, but seemed outrageous to the Swarajists and most of the English-educated politicians. Finally, it examines the All India Spinners’ Association, which Gandhi formed as part of the Congress organization, but with an independent existence after he realized that the Congress preferred to be a predominantly ‘political’ body.
