This chapter discusses the mixing of business with politics in the Indian context during the 1920s. It first studies the thesis that M.N. Roy presented in the 1920 Second Communist International, and then moves on to discuss the Tilak Swaraj Fund. Only a few Bombay industrialists contributed to the Fund and none of them signed the satyagraha pledge that was against the Rowlatt Bills. In fact, these industrialists created an Anti Non-cooperation Committee and ignored Gandhi’s appeals. The discussion tries to explain why these industrialists were fiercely against Gandhi, and then shows that the national movement was actually supported by shopkeepers and small business merchants. The next section looks at the problems the movement experienced, and introduces G.D. Birla, an industrialist who was hesitant towards both Gandhi and the Congress.
