The organization of the khadi boards, which was presided over by Jamnalal, is discussed in this chapter. It first studies the conflict between the ‘Pro-Changers’ and the ‘No-Changers’, which had a devastating effect on the Congress. It then discusses Jamnalal’s organization of the Khaddar Department, which was composed of the technical, sales, and production divisions. The All India Khaddar Board had fourteen meetings in twenty months, and immediately dealt with the problems that the provincial khadi boards referred to them. They also authorized loans and watched the development of provincial works. The chapter notes that Gandhi’s release in February 1924 led to a new twist in nationalist politics as well as in Jamnalal’s responsibilities.
