At the beginning of July 1789, the first steps had been taken towards integrating the Gallic-Church into the state by abolishing distinctions between the three traditional Orders. There could be no going back while the National Assembly sat, providing a ‘patriotic’ balance to the ‘unpatriotic’ court. With this patriotism at full flood, expediency dictated that the conservative prelates gracefully put their reverses on one side, and court some of the popularity enjoyed by the archbishops of Bordeaux and Vienne. The latter was the hero of the hour for all those who had striven for a union of Orders, and his popularity undoubtedly enhanced the standing of all his fellow prelates. No politician, did more to ensure the triumph of the liberals and bring about the creation and the recognition of the National Assembly than Archbishop Le Franc de Pompignan; it was an extended pastoral concern rather than liberal convictions which prompted his actions.
