Warsaw's political elite greeted the ‘Bases de la Constitution’ as the herald of the political order in keeping with the national traditions of personal liberty and representative government. This chapter discusses the 1815 Polish Constitution and creation of the Ministry of War. Czartoryski felt that in Poland Alexander had an excellent opportunity to introduce the civil, moral, and political improvements he was planning for Russia, however he faced disappointment, and also despite his pleas on the subject of peasant and Jewish reform, nothing was done officially during the first year of the Kingdom's existence.
