This chapter starts by introducing reform as an occupation policy. The ‘New Education’ was based on two principles: the maintenance of the national polity expressed in the Imperial Rescript on Education, and the elimination of militaristic ideas. It then reviews the political and civil rights of women, and the local government. Land reform was truly ‘sweeping in its scope’: it transferred the ownership of over one-third of cultivated land, and affected 70% of the agricultural, and 30% of the total population. Next, a description on labour reform is given. Furthermore, the general election of April 1947 is provided.
