The Influence of the International Refugee Regime
The objective of this chapter is to establish those conditions under which the regimes can have a noteworthy impact on refugee policy and those in which they do not. The main focus of the book has been whether the international refugee regime did actually work. In answer, the chapter states that the international refugee regime did actually affect how the governments behaved towards refugees in the inter-war years. The international regime also facilitated the provision of durable solutions for refugees. The focus of the chapter can be summarized into three questions: in what ways did the regime influence how the refugees were treated by governments?; why was the regime's impact uneven?; who or what provided leadership for the regime?
