Since the increased sharing of spatial data would aid in the reduction of costs and duplicate resources, several public-sector and private-sector organisations believe that there is an urgent need to promote and hasten the sharing of the accumulated data from the use of geographic information systems (GIS) in industrialized and developing countries. The information environment that involves GIS may be improved to allow decision-makers to choose the best resource allocation and address other such problems. The analysis presented in this chapter focuses on what determines the willingness of spatial data-users to share their data across organisational boundaries, specifically in the case of GIS. The results of an empirical study on the disincentives and incentives of stakeholders given by intermediaries to share their data can provide suggestions regarding how the relationships of these said stakeholders can promote a more effective and organized use of GIS.
