Fitting In: The Role of Contracts in the Context of Other Accountability Mechanisms
This chapter presents the empirical data starting with a consideration of the accountability mechanisms which surrounded contracts between purchasers and providers. The first part of the chapter examines interactions between the contractual accountability process and the accountability mechanism applicable to the purchaser. Purchasers faced rigorous accountability mechanisms when working with central government, but relatively weak accountability mechanisms when involved with patients and the public. The second part investigates the extent to which purchasers attempted to use their contracts in order to micro-manage providers. The third part looks into the interactions between the contractual accountability process and the accountability mechanisms applicable to providers. It also presents data on how purchasers handle the overlap between the activities of NHS purchasers, and some thoughts about the proper normative response to the issue.
