The International Regulation of Patagonian Toothfish: CCAMLR and High Seas Fisheries Management
The Convention on the Conservation of Antarctic Marine Living Resources is a component of the broader Antarctic Treaty System that has been used in an effort to tackle the advent of a large multinational fishery for Patagonian toothfish in the Southern Ocean. In this chapter, CCAMLR's management of the Patagonian toothfish fishery, including the difficulties posed by sovereignty and the opportunities offered by inter-regime relations, is assessed. Further, other global regimes and national regulatory arrangements as factors that have greater or lesser impact on the difficulties confronting a satisfactory resolution of sustainable exploitation of this fish are addressed.
