This chapter outlines the establishment, remit, and operation of the Southwood Working Party (SWP). It maps the evolving construction of its judgements and advice, highlighting the roles of MAFF and DoH officials as well as members of the SWP. Attention is paid to what the SWP did not say, as well as what it did say, focussing in particular on the absence of any recommendations for controls on infected but asymptomatic animals, and on the establishment of the ruminant feed ban.
