This chapter argues that in many countries the health services provided by agencies outside the State may be very significant. In addition, the role of agencies which may have an impact on health, though they are not health-care providers, is critical. Any health plan developed by the State, whether at the national or local level, therefore needs to take account of the existing and potential roles of these agencies at all stages of the planning process. The strategic role of the health ministry does not necessarily require it actually to provide for all the health-care needs of the nation, but it does require it to coordinate and provide an overall planning framework for those agencies that do, and one which is consistent with the primary health-care (PHC)-based aims and objectives of the government.
