An ageing population increases the need for long-term care services and public financing which, in turn, require better planned, accessible, and monitored long-term care systems. Planning should be made according to the level of need, measured as the severity of disability; provision and financing should be designed so that people in need can access what is required for them to maintain the best possible quality of life. As the need for and cost of long-term care is growing, efficiency and quality of long-term care should be improved. This chapter provides a framework for the analysis of a long-term care system while considering it in various dimensions, such as needs’ assessment, provision, utilization, financing, and expenditure. Recent policy issues for a better long-term care system are also discussed, taking into account different implementations in various countries.
