This chapter examines the potential impact of population aging in Ukraine on labor supply, providing labor force projections until 2060 under alternative scenarios. It also describes recent developments in the Ukrainian labor market and discusses possible tensions between living standards, productivity, and social cohesion, drawing on available statistics, findings of the literature, and focus group discussions. Based on this analytical work, examples of good jobs for development in the Ukraine’s particular context are offered in line with the 2013 WDR framework. The chapter concludes with a discussion of a three-layered policy approach to address the Ukraine’s job challenge: the fundamentals that support productivity and employment growth, labor policies and institutions that address labor market imperfections, and specific policies to increase labor force participation of older workers (active aging).
