This chapter discusses a development which might be described as the reason for the weak link in Dicey's model of the constitution. The discussion also examines how related laws and later laws continued to affect civil liberties in the series of crises that followed during the first half of the 20th century. Other sections in this chapter focus on the effect on civil liberties of Britain's rule in Ireland during the First World War and the civil libertarian implications of a period of acute crisis (1918 and 1921), when Britain's engagement with nationalist Ireland came closest to a situation of open war.
