Is it accurate to describe JLP as a democracy? To what extent, in practice, does it act using democratic principles and methods? How does the democratic character actually work? Have the series of attempts to refresh and reform the democratic side over the past decade served to strengthen or weaken its democratic character? These questions are addressed in this chapter. The chapter explains how the Partnership is governed and it undertakes a detailed examination of its democratic structures and processes. Particular attention is paid to how these have evolved in the last ten to fifteen years. The chapter also addresses the ways in which, and the extent to which, accountability is achieved.
