The Roots of a Reform Agenda
The Post 2015 Development Agenda is transformative in its ambition and implications. The agenda represents an enormous challenge for the future of UN development cooperation. This chapter explores the roots and evolution of the UN development system (UNDS). It provides a historical analysis of the evolution of the UNDS, starting with the construction phase in the post war era and going up to recent debates on its future positioning. The historical analysis points both to the fact the UNDS has proven itself capable of radically transforming itself as well as to how deeply embedded the structures of the UNDS are in its history. It analyses major elements in the changing development landscape and the key components of current discussions on reform. It concludes by providing an analysis of different possible reform scenarios and explores the implications of each of them.
