This chapter begins by discussing Britain's rail policy and the events that occurred during 1993–7 in the rail institution. It then talks about the industry's performance during the said period. This chapter also explains the effect of the May 1, 1997 elections on the rail industry from 1997–8. Lastly, it discusses the White Paper, which aims to reform transportation policy.
