This chapter examines India's experience in achieving growth and distributional objectives in the post-reforms period. The growth performance has been unambiguously positive, contradicting doubts expressed at the start of the reforms. Experience on the distributional front is not as positive — there is progress on several distributional indicators but it is slower than expected, and the scale of the problem remains large. The state will have to play a larger role in ensuring delivery of key services which can make growth more inclusive. The Eleventh Plan has to meet the twin challenge of accelerating growth, while simultaneously ensuring a much better distributional outcome. The former may be easier to achieve than the latter but both are essential.
