Debates in the trade-union movement about the lessons to be learned from the situation were complex, but they could be grouped into two main schools of thought. Central to this debate within the National and Local Government Officers Association (NALGO) were difficult questions about public ownership and about how state employees are managed; questions that are fundamental to both public-service and economic performance. The deregulation and management reforms are discussed. Opposition to the privatization of water and electricity was widespread and popular. In addition, national bargaining after the election, and a national union fighting local issues, are described. Thirty months after the 1987 election saw momentous changes and political turmoil. Privatization took over, irrespective of its competitive virtues. The first two and a half years of the Thatcher government’s third term saw more important changes to industries in which NALGO members worked than in the whole of the previous decade.
