Some Accident Black Spots
This chapter begins by describing the architecture of the EU and how this architecture has limited the space for accountability and transparency within the institutions that make up the EU. This chapter continues by presenting discussions on the weaknesses in EU law-making, both qualitative and procedural, as well as the need for increased commitment to democratic openness and transparency among EU institutions, with the European Parliament having greater interest. The debate on access to information propelled by a small group of Member States, particularly the Netherlands, Denmark, Sweden and Finland, is also discussed, including the ‘Third Pillar’ which is a term used to cover the provisions on cooperation in the fields of justice and home affairs. The final part of this chapter discusses the emergence of a single European currency as supported by the EU banking systems.
