The peculiar problems of welding together a transnational bureaucracy have made it hard to develop an ethos of management appropriate for the European Union and the European Commission's multifarious tasks. This problem has not really started to be addressed. The new approach which prioritizes good governance places accountability high on the list of governance values. The approach pushes managerial and audit accountability to the top of the agenda. In time, pressure stimulated and stirred up by a more lively European civil society will create a real need for the Commission to move into the modern era of public administration based on audit and accountability. Unless this can be achieved, European governance will surely fail.
