This chapter gives an account of the early years of the United Nations, when attempts were made to produce some form of international human rights instrument. It traces the abandonment of minority protection as a goal, and the adoption of the Genocide Convention, and gives an account of the controversial views of Lauterpacht on the powers of the United Nations under the Charter. It traces the establishment of the Human Rights Commission under Eleanor Roosevelt, and shows how the British Foreign Office began to establish a policy in relation to the Commission, and what it should aim to achieve.
