While education is commonly perceived to be intricately connected with culture, EC competence has yet to set about this issue due to cultural sensitivity. As such, these issues are managed within the Council of Europe's inter-governmental borders. This chapter aims to specify how educational activities are set in the context of European law and assesses how some of these European measures, taken not just by the usual European institutions and agencies but also by non-state infra-national players in the education field, appear to intrude on the cultural identities of Member States. Through examining such efforts, we are able to study how common cultural ambitions within the European Union are already developed and how various sub-state actors are working towards such goals.
