French social security must be understood in relation to the social insurance legislation of 1928-1930, the latter of which reflected the influence of solidarist ideas not to mention the political influence of diverse interest groups such as the mutual aid societies and the medical lobby. These groups contributed to the shaping of the substance of this legislation, resulting in an exceedingly complex administrative structure which attributed a preeminent role to the mutual aid societies. Pierre Laroque was exposed to these problems as a young civil servant who contributed to the implementation of the legislation during the early thirties, and this experience convinced him that the system would have to be reformed in the coming years.
