This chapter examines the four stages of Italian development: liberalism, the mixed economy, the welfare state, and the new economic constitution. Each stage is analysed in the subsequent sections. The fourth stage coincides with the crisis of the welfare state and includes changes in governance and regulation broadly converging with those found in other European states. Many of these changes were determined by the European Union either directly (through legal harmonixation) or indirectly. European developments, in turn, are often a reflection of global changes making pressure towards convergence.
