This chapter examines the concept of mainstreaming and its rise as a method for promoting equality. It notes that it developed in response to the shortcomings of anti-discrimination litigation and fits with the rise of new governance methods within the European Union. It identifies a variety of models of mainstreaming, ranging from the elite-bureaucratic to the participative-democratic. The latter model seemed more apt for combating institutional racism and promoting substantive equality.
