This chapter reviews the development of EU anti-discrimination law and policy and its approach to combating racism. It analyses the provisions of the EU Racial Equality Directive and what they reveal about the Directive's concepts of equality and racism. In relation to policy, it traces the shift from policy measures which focused exclusively on racism towards a broader anti-discrimination model, where racism is joined with other forms of discrimination, such as disability, age, and sexual orientation. It identifies a growing emphasis in policy on mainstreaming, data collection, and positive action.
