This chapter focuses on civil servants in the provinces of the Ottoman Empire who played for time in carrying out deportation orders or even refused to enforce them against the Armenians. It also cites the case of the prefect in Der el-Zor who strived to protect the Armenians interned in concentration camps in his constituency. The discussion begins by considering specific ‘rescues’ for young Armenian women and children, together with Ottoman officials' attempts to oppose genocide pursued by the Committee of Union and Progress or Young Turks. It concludes by describing successful rescues by Ottoman civil servants.
