This chapter looks at a policy initiative in the province of Ontario, Canada: the Consumer/Survivor Development Initiative (CSDI). This chapter tells the story of how a particular set of circumstances coalesced in Ontario in 1990 to allow for the emergence of CSDI, which is a network of organizations that are totally operated by mental health consumers/survivors. Three assumptions were made in the creation of this policy initiative that were transformational in nature: (a) mental health consumers/survivors could help themselves and each other in a way qualitatively different from professional services; (b) consumers/survivors could operate their own base of independent organizations; and (c) these organizations could transform the mental health systems and act as an essential balance to the professional system. The chapter presents data on how CSDI successfully created both individual and structural transformation, and it relates current challenges to this initiative.
