Advancing Electoral Integrity

Alistair Clark

Oxford University Press

This chapter examines the common assumption that election quality suffers from lack of funding. This idea is widespread but is seldom tested and the relationship between electoral spending and electoral integrity remains unclear. This chapter draws upon an index of electoral administration derived from British election returning officers' performance standards data from the 2009 European elections. This index provides a considerably more nuanced overall picture of electoral integrity in Britain than previously available, adding a further tool for policy makers. The index is brought together with comprehensive data on the funding of election administration in Britain, compiled by the UK Electoral Commission, thereby testing the claim that resources matter for election quality.
