Tamil Nadu is among the few states in India that is distinguished for providing basic public services. Two important features of this distinction are that the quality of such services is better than in most other states, and these services reach the vast majority of the population. I argue that the puzzle of why Tamil Nadu functions remarkably well in a context of abject neglect of services in most parts of India is worth understanding, and outline ways in which this work builds on existing studies on this question.
