Along with individual resistance, decentralized collective action led by people from within villages forms another critical means of putting pressure on the government. Collectives within villages often engage in a series of protests over decades in order to secure different services such as school buildings, street lights, water, housing, etc. These small successes add up over the years leading to a significant range of public services in the village. This chapter provides a case study based on one Dalit habitation through which it illustrates some common features of such sustained public action–and its impact in shaping political priorities from below.
