The previous chapters have looked at increasing assertion among common people in Tamil Nadu and its impact on governance. While understanding what kind of voice people have in the system is important, it cannot be assumed that the voice will be used to demand public services. There are many other legitimate demands that could have become the collective priority. This chapter looks at how a confluence of social movements from the mid-nineteenth century onward created a vision of broad-based development in which providing a broad range of services by the government was seen as the principle means of achieving mass well-being.
