This introduction to the second part of the book looks at the performance of states in India in providing public services and identifies some exceptional, moderate, and consistently poor performers. It also introduces the argument that some of the factors that lie behind Tamil Nadu’s commitment can also be found in other good performers, whereas these factors were lacking in other.
