The scene is set for the second feringhee, William Barton, to embark on a career in the Indian Civil Services (ICS). Haileybury has by now closed down and the candidates have to pass a competitive exam. After a spell at Oxford he takes up his first posting in the Punjab. The life of the young District Officer is described with its great challenges and responsibilities, with the tours surveying, dispensing justice, talking to the elders, and listening to complaints.
