George Roos Keppel, an eccentric bachelor, enters the story. He selects Barton as his Private Secretary and later appoints him as Judicial Commissioner. The frontier area on the whole remains quiet during the Great War, but Roos Keppel remains uneasy about the erosion of troops, some being sent to Mesopotamia. He is afraid trouble may spread from the south and the activities of the Turkish Khilafat movement and the Ali brothers are causing concern as well as the adverse propaganda in the vernacular newspapers.
