The conclusion offers recommendations for measuring and improving outcomes of minority policies. Special purpose initiatives for minorities have been hindered by lack of coordination, resources, and political support. Mainstreaming of the Muslims can be undertaken through the process of institutional reforms and improving service delivery at the grassroots by all the appropriate departments across the government including line ministries, the RBI, and ideally an Equal Opportunity Commission modelled on other democracies such as the USA and UK. Further integration of minorities at the societal level through political empowerment rather than exploitation of vote banks is also recommended.
