Monitoring Equal Opportunity through Human Development Index
Going beyond economic measures of education, employment, and macroeconomy in prior chapters, Chapter 5 utilizes Human Development Index to take a holistic view of minorities’ relative progress, development, and inclusion. Data from HDI surveys for each major state of India are presented for the first time disaggregated for each SRC. Key findings highlight lower human development indicators for Muslims and minority groups. HDI is further augmented by conceptualization of distress as the opposite of well-being and vulnerability as risks associated with lack of opportunity and inclusion. A diversity index is promoted as a holistic measure of equality institutionalization.
