The war was over, but not its long shadow. How does one redefine a nation and a State after it has lived in a state of conflict for over a quarter century? Contrary to expectations, the end of the war saw even greater concentration of powers in the President. The Constitutional changes that Rajapakse now enacted (in sharp contrast to the promises made in his election manifesto) armed him with even more powers than before. He could seek re-election even beyond the two-term limit, and make key constitutional appointments without any restraint. Rajapakse’s defeat in 2015 Presidential election opened a window for change. How it negotiates its way beyond that constitutional crossroads must define Sri Lanka’s future as a functional democracy.
